At first it is not clear to me how this player thinks she is proceeding when she lifts and drops a second time.  However, after she drops this second time she lifts and places the ball where it first struck the course on this second drop.  That indicates to me she is incorrectly thinking that she is proceeding under R20-3c(v) or perhaps (vii).  Therefore, both of the second and third drops are incorrect drop/place errors.  She then plays from a wrong place in the end of this mess.  Under Decision 1-4/12, principle 4 and Rule 20-7c (note 3b), I believe the player must take a single 2-stroke penalty, plus the 1-stroke penalty for R28, added to her four strokes at the ball, results in a score of 7, thus answer C.
