I ended up at A after bounding back and forth between that and C. This is not a case of a ball overhanging the hole as it almost completely stopped 2" short of the hole. As he detected movement, he must not play or mark the ball until it is at rest. Again we are not in a R16-2 situation here, so the time involved is not material to what happens next. As he removes the flagstick, the ball moves and falls into the hole. Now here is where I have a tiny bit of doubt.
As the player must not remove the flagstick if it is in the hole, unattended, and a ball is still moving as movement of the flagstick, in some circumstances, might influence movement of the ball. Because this ball is barely moving, it is reasonable to assert removing the flagstick has no effect on the ball, thus is not a breach. At least that is where I would judge us to be...thus he holed out with his chip and makes two on the hole. Anything he did after holing out is not a factor. For me, this is a judgement call on whether or not removing the flagstick should be penalized.
