Having done this Committee stuff for over a decade, I've seen similar situations and feel most times the call would be D.
With reference to a flow diagram for the Committee here is how it brakes down:
The claim happened after the match was concluded.
The claim was made after the results were made official.
The facts of the claim were previously unknown.
The player making the claim was given wrong information.
The opponent knew before the results were made official he had given wrong information.
Thus the claim is valid and the opponent is DQed.
Yes the timing is close and the opponent had every intention to make it right, but the R2-5 guidelines don't make allowances for timing or intention. A different Committee might simply deduct two holes from the opponent and award the match to B, which is the same result. So I could live with either outcome.
