In decision 27/7, there are some clues, and it's enough for me !
I simply refer back to R25-2c, first paragraph. It tells us very clearly that the state of KVC is a question of fact. It does not say "If a factual decision on KVC is YES, but that decision is not made within 5 minutes of commencement of a search, then the factual decision is irrelevant, players must proceed as though the factual answer is NO."
