Thom has given us an excellent summary of this question together with the poor information it supplies.( Thom reply 6 Feb 21st)

And as kjell eluded to ----this is a repeat of a question that MGA asked several years ago .
Is there any relevant difference?

In stroke play, a player plays a ball towards a water hazard. It is virtually certain that the ball is in the hazard. After a five minute search but before he drops a ball under R26-1 the original ball is found outside the hazard. The player must:
A) Return to the tee playing his 3rd stroke.
B) Continue with the found ball without penalty.
C) Continue with the found ball with a 2 stroke penalty under Rule 6-7.
D) Play a ball under R26-1."

3. A competitor hits a ball toward a water hazard. After searching for the ball within the hazard for 5 minutes, all competitors agree that the ball is in the hazard. The rules official agrees. Prior to the player dropping the ball, the ball is found outside of the hazard. As a consequence, the competitor:
A. May drop under Rule 26-1 (a), (b), or (c).
B. Must drop under Rule 26-1 (b), or (c).
C. Must drop under Rule 27-1.
D. May play the original ball found outside the hazard."

In both questions tha ball is found - after 5 minutes- before 
Another ball is put into play.

They wanted 26-1 last time 2014 
They can't have 26-1( options A or B this time) --no mention of lateral water hazard .

Have they reversed their previous position and are looking for C.
