The rule exemplifies with "(e.g., making a stroke at the original ball)". I interpret that as lifting the ball is OK. You gain nothing from just lifting it. But if you drop it (correctly) you forfeit the possibility to imply R3-3. Otherwise you can make a test drop. But if it is OK to do a null drop I cannot say with certainty. You could use it to gain information like if you drop outside the allowed area to see if the ball embeds. So, I mean you cannot do that.
(After more than 25 years as a referee I still stuggle with R3-3)
