Let us look at the rule 6-3a:
The penalty statement says: "If the player arrives at his starting point, ready to play, within five minutes after his starting time, ..."
It is not when he can hit the ball. It is the official staring time that rules.
There is however an Exception: "Where the Committee determines that exceptional circumstances have prevented a player from starting on time, there is no penalty".
Then we have D6-3a/2 "...All competitors in a group must be present and ready to play at the time established by the Committee, in this case 9:00 am." I know it is stroke play but this part is also valid for match.
BUT this is the MGA Quiz. So what is meant by the statement "What penalty, if any, is applied?" It is match play and nothing is said about any claim. So no claim = no penalty.
So the correct answer is either D or A.
