I agree that the player has, to date, made 4 merit shots, and has incurred 4 penalty shots being the original 28c, and a second 28c must be assigned when she picks up after the first drop as the ball is in play but still unplayable. Her ball after the second drop is again in play but unplayable. So when she mistakenly lifts and places and plays from where the second drop struck the ground she has played from a wrong place and a further 2SP.
But that is not the end of it, that is not a completed score for the hole because where she ultimately played the ball from is a serious breach of wrong place because she has lifted it from a position that was unplayable according to the question (it was in the same place as after the first drop and that was in a similar lie to the original spot in a bush). So she must correct and replay from the position of the place or be DQed.
