A very dubious Q/A from the MGA, and one that relates to (IMO) a stupid and inconsistent existing decision.  This is a classic demonstration of why golf rules are a subject of ridicule for many.

First the Q/A issues.  The answers A and B - IN THEIR CURRENT FORM - cannot be correct because they include reference to R26-1c - which is not an option here as it is not a LWH.  

Furthermore, the question lacks clarity in not using the language from the rules of KNOWLEDGE OR VIRTUAL CERTAINTY.  Is that what the question wording means when it says players and rules official 'agree that the ball is in the hazard'?  Perhaps that is what the MGA meant, but it is not what they state.  I would want to ask the rules official on the spot precisely that question - do you have virtual certainty that the ball is in the hazard?  

1) IF THE ANSWER IS YES, then the guidance in D27/7 (that you must proceed with the call that you made under the rules at the point when the ball became lost, even though it subsequently proved to be incorrect) indicates that the player in our situation may proceed under R26-1a/27-1 or R26-1b (but not R26-1c).

However, I'm 100 per cent supportive of the Paramore sentiment - I believe D27/7 is stupid and inconsistent with the broader thrust of the rules demonstrated in places such as D26-1/16.  If you are proceeding under the rules but have not yet played the ball and new incontrovertible evidence means you have proceeded incorrectly in your immediately preceding action, then you are required to correct (R20-6).  

Of course, if the question's circumstances are tweaked such that a substituted ball is played under, say, R26-1b BEFORE the original ball is found outside the hazard, then the answer is different - the player must continue with the substituted ball.

2) IF THE ANSWER IS NO, then the correct answer is C.

The MGA is either playing games here or making unintended errors, simultaneously with playing with one of the worst decisions in the book.  Not pretty.  I'm looking forward to their version of the answer/explanation but my impression is they are not so good at admitting anything questionable on their part.
