We all have to remember that the responsibility of the marker is to ask the competitor what he scored and record that score - it's not the marker's responsibility to observe and count all strokes and penalty strokes that the player takes or incurs.  As stated in the definition of marker - he is not a referee.
If the marker has doubts as to the validity of the scores, he is to bring that to the attention of the Committee before the scorecard is returned so that the Committee can deal with it.
