Read Decision 24-2b/11 for a somewhat analogous situation.  It seems to suggest that the player would be entitled to relief.
The club could make it easier for the players if they made a local Rule clarifying that such a ball was within the IO, or by deeming that area within as GUR.
In general, I find that many club committees are lax in proper marking/defining of conditions on their golf course, and that is disappointing.
I suggest D24-2b/11 provides precise guidance when it tells us that the nearest point of relief for a ball on top of the elevated part of an IO (eg bridge over a hollow) is vertically below where the ball is at rest (unless that point has interference from the obstruction).  That is, NPR can be within the shadow/footprint of the IO.  That seems to be the precise situation Barry has asked about.  Therefore no relief unless it meets the "when the obstruction interferes with the player's stance or the area of his intended swing" condition.

The clear implication is being under a bridge/pylon type of IO but without swing/stance interference is not considered to be "in the obstruction".  Consequently, if the ball lies under a large power pole that has four legs (think mini Eiffel Tower) and one of those legs is directly on your line of play but not interfering with stance/swing, then the situation is analogous to an IO that interferes with line of play only - that is, no relief is available.  This contrasts with the situation in a TIO.
