Read Decision 24-2b/11 for a somewhat analogous situation. The club could make it easier for the players if they made a local Rule clarifying that such a ball was within the IO, or by deeming that area within as GUR.
In general, I find that many club committees are lax in proper marking/defining of conditions on their golf course, and that is disappointing.
