We are all here to meet the challenge of reducing the inherent befuddlement/complexity in the golf rules. Certainly, the RBs seek to eliminate 'choice' of approaches under the rules against the objective of one set of facts one outcome. But there are some practical constraints on that objective. The most general one is every player after every stroke can do S&D. The other key situation where choice is unavoidable relates to the downstream consequences of the provisional ball rule - exactly the circumstances you have raised in this discussion. The rules deliver no choice when the ball is found, but these lost ball circumstances you raise cannot fit that model. Another one arises if a club adopts the local rule on p.151 - Water hazards - playing ball provisionally under R26-1.
