I would assume that this is a hypothetical poser as  Oempas never replied to Dormie 's query as to whether "the location of the ball incorrectly dropped and played from within the hazard was known?"
If this ball had been holed the score for the hole would be 5!

So based upon the question being hypothetical --John ( Dormie ) has given an excellent reply with regard to the points which must be considered to decide if 27-1 or 13-1 is the applicable rule.
However I believe that the score that the Commiittee would decide if 27-1 was applied would be 10 strokes as well( not 11).
The Committee will always adopt a procedure (which will produce the lowest score ) and which is available and within the rules.
So in our scenario when a player is proceeding or deemed to proceed under27-1 for a ball that was played from within a water hazard he can
1 .drop and either (i)play from within the hazard or (ii) then decide to proceed from outside the hazard or 
2. Play from outside the hazard without dropping.
All of These  options are open to him . ( see decision26-2/1)
The Committee would -allocate option 2 to the player in this scenario as this available option to him produces the lowest score.

The reason why the answer is different than the explanation given in 18-2/8.5 is that in this latter decision the player must establish a reference point by dropping under 27-1Before he was allowed to proceed under gur relief which he did not do
  
In our scenario the reference point has already been established (where ball last crossed hazard )  and
 consequently the player need not drop to establish this point . It will not change whether the ball is dropped or not. .'
