I have the impression that my question was not very clearly written. So let me bring some additional information to see whether your answers would be slightly modified (possibly with the exception of John).
The statement made by Doug is correct, namely: "A has made a claim to win the hole, but B has not made a claim at all."
A player may indeed disregard a breach by his opponent provided there is no agreement to waive a Rule.
However in this case it is A that submits a claim to the Committee even though HE breached a rule!
To John A: The one caveat it is assumed player B did not purposely cause A's ball to strike the flagstick. Answer: we can assume B did not purposely cause it.
Did the players reach any kind of agreement on the status of the hole in question before talking to the committee?
Answer: A was claiming the hole and B just disagreed without making a formal claim.
If A is making a claim, it sounds like B did not agree to loss of hole.
Answer: that is correct.
In that case the committee would rule that B won the hole. I don't believe it makes a difference WHO is making the claim.
John, this was really my question. Even though B did not submit a claim, can the Committee rule that B won the hole?
Colin L: I assume above information shall answer the various points you mentioned.
Based on the further information I am submitting, do you (Colin and Doug) agree with John that B won the hole and the hole is NOT halved?
