Atlanta is apparently going to sign Oscar Romero

Now, I'm certainly more than ecstatic we got Lodeiro, but it's interesting that we didn't land Romero after offering a reported $10 mil and now he's going to sign with Atl for $6-7. What changed? Can anyone who keeps up with S American soccer shed some light on possible reasons?
