Supporters in my network - Assign or Manage?

Just a quick query, probably been discussed elsewhere, but when you login to see members of your network what is the difference between assign tickets to A N Other and manage tickets for A N Other?

There is an option to either Assign or Manage. What is recommended if I need to purchase tickets for me and others in my network (they do have the same privileges as me).

Curious as to what the difference between Assign tickets and Manage tickets is.
