PES21 Hook help for edit config file

hello folks, is there any PES 21 editor who knows how to edit the Config file within the PES21_Hook folder of Sider? I'm trying to create a 2002 World Cup patch and I know that by editing that file, I can limit the number of teams to choose and the functions of the main menu.
