Cummings Australian cap?

Just seen Jason Cummings has been called up for the Australia squad.

I’m confused, he’s definitely got a Scotland cap. How can you play for two countries?

Edit - did a bit of Googling, sounds like if it’s a friendly you technically aren’t “locked”.

Not sure I agree with all that. If you are capped, you should be capped.
