Internationally Pay Bills Online Wifi--Safety

Hi,
Is it safe to pay bills online while you're on vacation overseas?
I mean, I have to log-in to electric company, for example, put in my credit-card number, to pay my monthly bill.
And trash bill, water bill, credit card bill, hoa bill, etc.
I mean, I'll be in sort of 3rd-world countries...using friends and relative's home internet as well as hotel Wifi's.
I plan to bring my old Ipad along to pay my bills and keep up with news back home.
I am worry that computers there are not as safe as the computers here in the States. Since people there probably don't do online transact as much.
