budget wheelset for 26 x 2.1" tires?

I recently got a pair of 45NRTH Gravdal 26x2.1" studded tires for my winter commuting bike. The rims I have on my bike now have 19mm internal rim width. I'd like to find a budget wheelset with 25mm or 28mm rim width to better match the tires. Rear spacing is 135mm and I need a thread-on freewheel...
