best place to buy Panaracer Pasela (27x1-1/8) ?

(or 27 x 1-1/4) Thanks to the advice and consent of this forum, I have chosen Panaracer Pasela for my wife's upcoming Peugeot Mixte (with Araya alloy 27). Where is the best place to buy them?
Also, looking at Velo Orange fenders, do I buy 700c or 650b (they don't make a 27)
