Shfting issue

I have a 1x11 sram apex groupset on one of my bikes and one third smallest cog the chain does not want to shift down to the next smallest cog.

I have a new cables and housing and everything is straight accorded to the lbs that serviced my bike.

The only thing that I could think of causing...
