Have I Got Tubeless If So How To Repair???

I bought a 2nd hand bike and it's just got it's 1st puncture.

I went to take the tyre off and it doesn't seem to want to come off easily, I've also undone the screw that would hold the Presta valve in place and tried to push it up and it doesn't want to move although I haven't tried to force it...
