Anyone Recognize This Front Rack?

Anyone have info about what type of rack this is?

I noticed the curved arms and wasn't sure if I'd seen one like it.

It looked to be supporting a Swift Industries Ozette bag, though isn't using the bike's fork eyelets (it is likely connected to the cantilever brakes).
