Removing a Tough Stain

Long time lurker, first time caller.

Cleaning up my boat today, I noticed a tough stain that seemed impervious to inflatable boat cleaner. Ideas on something stronger to try next that is compatible with Sotar fabric? There seemed to be a half-dozen of these stains randomly distributed.
