I for one have wished for this to happen for many years, and now Chase Carey has answered my request. First thing, cancel the bonus payments to Ferrari, Red Bull, McLaren etc and pay a fixed sum per GP to each team fielding 2 cars that qualify and race, then add prize money for results ontop.
Then take the races to the circuits / countries with the biggest fanbase not the highest bidder.
